About this roleResponsibilities:• Report directly to Drilling & Completion Manager;• Ensure timely placement of contracts and purchase orders for drilling, completion, well intervention and shared services;• Ensure standards of ethics, fairness in contract & procurement activities are maintained, seek to uphold and enhance the integrity of the procurement process as well as maintain strict confidentiality of documents pertaining to procurement;• Reference/Focal point for all tender and contracts matters including preparation of market survey, pre-qualification, identifying qualified bidders, scope of work, technical specifications, technical & commercial evaluation criteria, project schedule, bids responses& clarification;• Conduct presentation, negotiation, kick-off, progress meetings;• Prepare and develop Overall Contracting Strategy (OCS), Request For Quotation (RFQ)Invitation To Bid (ITB) Document, Tender Plan, Technical Evaluation Report, TechnoCommercial Evaluation Report, Changes To Contract, Contract Document and Contract Addendum etc;• Contract Management – undertake the responsibility to oversee all post award activities i.e. work order issuance, work order reconciliation, contractors performance, contract expiry date, total expenditure, cost monitoring, invoice queries etc;• Address all audit issues and expediting;• Ensure all contracts are compliant with Petrofac’s Health, Safety and Environmental requirements;• Work closely with other Departments (SCM, Well Intervention, Legal, HSE, Marine etc) to ensure smooth operational support.
About youRequirement:• Hold at least a BSc in Engineering or Business or related discipline;• Have at least 5 years of working experience in PETRONAS’ Procurement environment;• Familiar with PETRONAS Procurement Guideline i.e. PTCAM;• Have at least 10 years of working experience in O&G industry;• Preferably with knowledge or experience in managing Drilling, Completion, Well Intervention contracts;• Be self-motivated to accomplish good results;• Be able to work independently and decision making;• Be computer literate;• Have a strong written and verbal command of English and Bahasa Melayu.
